The construction of a part 2, part 3 storey side extension at 33A Ringmore Rise, SE23, together with the construction of a pitched roof with a rear dormer, and associated alterations to the front, side,and rear elevations.
The proposed extension by virtue of its siting, bulk and massing would have an unacceptable impact on the residential amenity of No. 3 Liphook Crescent due to an increase to the sense of enclosure, overlooking caused by the proposed rear dormer and a reduced outlook, contrary to Policy 15 High quality design for Lewisham of the Core Strategy (June 2011), Policy DM 31 Alterations and extensions to existing buildings including residential extensions of the Development Management Local Plan (November 2014), and the Alterations and Extensions Supplementary Planning Document (2019).
The proposed extension due to its overbearing massing and siting would fail to respect the scale and form of the host dwellinghouse, adjoining dwellinghouse and would harm the character of the immediate surrounding streetscape in this prominent location, contrary to Paragraph 127 and 130 of the National Planning Policy Framework (2019); Policy 15 'High Quality Design for Lewisham' of the adopted Core Strategy (2011); DM Policy 30 'Urban Design and Local Character' of the adopted Development Management Local Plan (November 2014), Policy DM 31 Alterations and extensions to existing buildings including residential extensions of the Development Management Local Plan (November 2014), and the Alterations and Extensions Supplementary Planning Document (2019).
