Insufficient evidence has been submitted to robustly demonstrate that the continued use of the premises as a public house is no longer economically viable, or that all reasonable steps have been taken to maintain and support its ongoing operation. In particular, the submitted marketing evidence lacks sufficient detail, duration, and transparency to demonstrate a genuine and sustained attempt to attract a suitable operator, while the financial information does not adequately substantiate site-specific unviability. Public houses are recognised for their contribution to community cohesion and local character, and insufficient justification has been provided to outweigh this harm. The proposal is therefore contrary to Policy ED9 of the Lambeth Local Plan (2021) and Policy HC7 of the London Plan (2021), which seek to protect public houses and other community facilities unless robust evidence is provided to justify their loss.
