The proposed balustrade by reason of its design, layout and siting would prejudice the optimum future development at the neighbouring properties of nos. 2-8 Elm Park because the scheme unacceptably facilitates the enlargement of the available area over the flat roof at the end of the north eastern block of 1 Tudor Close, Brixton Hill that could be used for recreational purposes. The proposed balustrade by reason of its design, layout and siting would facilitate the enlargement of the area over flat roof toward the end of the block that could be used for recreational purposes and thus would have a significantly unacceptable impact on amenity in terms of privacy, outlook, overlooking, noise and disturbance and an overbearing impact for occupants of nos. 2-8 Elm Park. The proposal is thereby contrary to Policy Q2 of the Lambeth Local Plan 2021 and D14 of the London Plan (2021).
