The application seeks full planning permission for the replacement of an existing kiosk, together with the installation of 1x BT Street Hub (Please note: The reference number for this application for Advertisement Consent is 25/03884/ADV, but there is also an associated application for Full Planning Permission related to these works with reference number: 25/03883/FUL).
The proposed Street Hub with advertisements would not sustain or reinforce local distinctiveness, would fail to provide a contextual design response, and would not integrate with the established character of the area. They would contribute to unacceptable visual clutter to the detriment of nearby heritage assets and the public realm. In this case, the removal of two kiosks does not outweigh the identified harm arising from the introduction of a digital advertisement unit at this sensitive location. The proposal is therefore contrary to Policies T9, Q5, Q6, Q17, Q20, and Q22 of the Lambeth Local Plan 2021.
The proposed Street Hub, by reason of its siting adjacent to a busy section of Brixton Road and immediately beside a bus and cycle lane, would introduce a distracting visual element that would compromise highway safety. It would also introduce unnecessary street furniture, resulting in additional street clutter and an obstruction on the footway, harming the quality and accessibility of the public realm, including for visually impaired people. The proposal is therefore contrary to London Plan Policies T4, D8 and D3, as well as the Mayor's Vision Zero objectives and TfL's Streetscape Guidance.
