The proposed BT Street Hub with integrated digital advertising screens by reason of its scale and location would introduce an incongruous form of advertising, one that would appear overly dominant and one which adds visual clutter to this part of Stockwell Road and failing to respond positively to the character and appearance of the Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ street scene. As a result, the scheme is considered to be contrary with the aims and objectives of Policies Q2, Q5, Q6, Q17 and T9 of the Lambeth Local Plan (2021).

The proposed BT Street Hub with integrated digital advertising screens and emergency functionality, would introduce additional paraphernalia and street clutter, which would pose a threat to the functioning of the pavement and the safety of pedestrians using this part of Stockwell Road. Furthermore, by virtue of the hub's design, any members of the public using the facilities would occupy the pavement area, further reducing the amount of pavement space available, resulting in additional, unacceptable obstruction to safe and comfortable pedestrian movement. As a result, the scheme is considered to be contrary with the aims and objectives of Policies Q17, T1, T2, T3 and T9 of the Lambeth Local Plan (2021) and T4 of the London Plan (2021).

The proposed BT Street Hub with integrated digital advertising screens and emergency functionality, by reason of its inappropriate siting and design, would fail to reduce opportunities for crime and anti-social behaviour to the detriment of community safety and security, and those using the hub and its functions. As a result, the scheme is considered contrary to the aims and objectives of policy Q3 of the Lambeth Local Plan (2021).
