Erection of a single storey outbuilding in the rear garden. (Re consultation due to revised plans being received)
The proposed outbuilding, by virtue of its full-width footprint, siting directly on the shared boundaries with neighbouring properties, and its design and overall scale and height of 3.9 metres, would result in an overly dominant and incongruous addition to the rear garden. The lack of a minimum 1-metre clearance around the structure exacerbates its visual bulk and restricts access for maintenance. Consequently, the development would appear visually intrusive and harmful to the character and appearance of the host property and the surrounding area. The proposal is therefore contrary to policies Q2, Q5 and Q11 of the Lambeth Local Plan (2021) and the Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ Supplementary Planning Document Lambeth Design Guide (2023) and fails to accord with paragraph 208 of the NPPF (2023).
The proposed outbuilding, by reason of its height, scale and proximity to the boundary, would result in an undue sense of enclosure and a perceptible reduction in outlook from the ground floor side-facing window of No. 11 St Julians Close. This impact would cause harm to the residential amenity of the occupiers of that property; The proposal is therefore contrary to Policy Q2 of the Lambeth Local Plan (2021).
Insufficient information has been submitted to demonstrate that the proposed development has taken particular account of existing trees on site would not result in the loss of trees of significant amenity, historic or ecological/habitat conservation value (including veteran trees), or give rise to a threat, immediate or long term, to the continued wellbeing of such trees contrary to policy Q10 of the Lambeth Local Plan (2021)
