The proposed development by reason of the uncharacteristic terrace, associated balustrades and privacy screens, along with the loss of a sympathetic timber framed sash window and its replacement with an incongruous UPVc door, would result in less than substantial harm to the historic and special interest of the Grade II Listed Building and fail to preserve or enhance the character and appearance of the surrounding Kennington Conservation Area and there are no public benefits to offset the harm.
