Scheme description

Conversion of existing single family dwelling into 3x self-contained flats involving the erection of a single storey ground floor rear extension. Installation of a rear roof terrace with obscured screening and a dormer window. Installation of window in the side elevation at ground floor level. Provision of cycle storage, refuse and recycling store.

Why it was refused
Reason 1

The proposed conversion would fail to provide any accommodation which would be suitable for family occupation, resulting in an unbalanced housing mix to the detriment of maintaining mixed and balanced communities. There are no site constraints which would restrict the development from providing family sized accommodation and the applicant has failed to demonstrate that the provision of family-sized accommodation has been considered. As such, the proposed development is considered to be unacceptable and contrary to policies H4 Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ and H6 of the Lambeth Local Plan (2021) and policy H10 of the London Plan (2021).

Reason 2

The proposed dormer, by reason its scale and massing, would constitute an incongruous addition, one which fails to read as subordinate to the host building and is contrary the guidance set out within the Lambeth Design Guide Part 4 SPD (2023). As such, the proposed dormer is contrary to policies Q5, Q8 and Q11 of the Lambeth Local Plan (2021) and the Lambeth Design Guide Part 4 Building Alterations, Extensions and Retrofit SPD (2023).

Reason 3

In the absence of an accurate proposed front elevation plan or elevation plans showing the proposed bike storage within the front garden of the property, officers are unable to fully assess the development. This is contrary to policies Q5, Q8, Q11, Q13 and Q14 of the Lambeth Local Plan (2021).

Reason 4

By reason of the loss of the Sycamore tree within the rear garden, the development fails to maximise opportunities for the provision of green infrastructure such as through the planting of trees and fails to demonstrate that satisfactory provision has been made for future growth. As such, the scheme is considered contrary to policy Q9 of the Lambeth Local Plan (2021).

Reason 5

Insufficient information has been submitted in relation to the proposed cycle storage arrangements. It has, therefore, not been demonstrated that the development will be provided with adequate accessible cycle storage which is of a design that would meet the needs of future occupiers and encourage the use of sustainable transport. The application therefore fails to comply with Policies T1, T3 and Q13 of the Lambeth Local Plan (2021) and Policy T5 of the London Plan (2021).

Reason 6

Insufficient information has been submitted to assess whether proposed refuse and recycling storage would have sufficient capacity, would be suitably located and would provide acceptable standards of waste storage to future occupiers. The proposal is, therefore, contrary to Policies Q2 and Q12 the Lambeth Local Plan (2021).

Reason 7

In the absence of a Unilateral Undertaking or other legal agreement securing appropriate mitigation by restricting future occupiers of the development from obtaining parking permits within the Controlled Parking Zone, providing car club membership and cycle hire scheme, the proposed development would likely exacerbate existing parking stress and congestion on the surrounding highway network. The application is therefore contrary to Policies D4 and T1 of the Lambeth Local Plan (2021) and Policy T6 of the London Plan (2021).
