Conversion of the property into three self-contained flats, together with the erection of a single storey ground floor rear infill extension with a courtyard, the installation of an obscured glass window at second floor level to the side elevation and roof lights to the front elevation, plus the formation of a vehicular means of access (crossover), the provision of cycle and refuse storage, along with other associated works.
The proposal would not meet Nationally Described Space Standards in respect of internal floorspace, minimum bedroom dimensions and private amenity space. Consequently, the scheme would result in substandard accommodation and does not comply with Policy H5 of the Lambeth Local Plan 2020-2035 (2021) and Policy D6 of the London Plan (2021). The proposals fails to meet the minimum space standards for the combined living, kitchen, and dining areas in Flats 1, 2, and 3. Consequently, the proposal would result in substandard accommodation, contrary to Policy D6 of the London Plan (2021) and the Housing Design Standards, as outlined in the London Plan Guidance (2023).
The application is not supported by an internal daylighting report to demonstrate that all habitable rooms in proposed Flat 1 would receive sufficient light to comply with the BRE standards. Consequently, the proposal would provide poor quality accommodation and fails to comply with Policy H5 of the Lambeth Local Plan 2020-2023 (2021).
No exceptional circumstances have been demonstrated to permit the use of a front garden for use as car parking, with the development contributing to increased car dominance. The development therefore fails to accord with Lambeth Local Plan (2021) 2020-2035 Policies Q14, T1 and T6.
The proposals would not promote sustainable travel due to the provision of on-site car parking in an area of high public transport accessibility, a failure to provide cycle parking on site and to enter into a legal agreement to secure the new flat as parking permit free with 3 year membership of cycle hire and car share schemes for residents. As such the proposals would conflict with Policies T1, T3 and T6 of the Lambeth Local Plan 2020-2035 (2021) as well as Policies T5 and T6 of the London Plan (2021).
