Erection of a 2 storey mews house to the rear of the property, together with the provision of cycle and refuse store and new entrance gate accessed via Coldharbour Lane including landscaping treatment.
The proposed dwelling would fail to provide an acceptable standard of accommodation by reason of the dwelling failing to provide acceptable outlook and failing to be served by private external amenity space which Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ would be free from undue levels of overlooking from neighbouring properties. A Daylight and Sunlight assessment has also failed to have been undertaken which demonstrates that the proposed dwelling and its associated external amenity space would receive adequate levels of daylight and sunlight. The proposed dwelling would, therefore, fail to provide high quality accommodation contrary to Policy D6 of the London Plan (2021) and Policies H5 and Q2 of the Lambeth Local Plan 2020-2035 (2021).
The proposed development, by reason of its height, scale, siting, bulk, massing and detailed design, would result in a dominant development that would be out of keeping with the established pattern of development in the local area. This would result in harm to the character and appearance of this part of the Loughborough Park Conservation Area in particular and the local area in general. The identified harm to the significance of the Loughborough Park Conservation Area would not be outweighed by the public benefits of the proposed provision of 1 No. dwelling. The proposed development would, therefore, conflict with Policies Q2, Q5, Q7, Q14 and Q22 of the Lambeth Local Plan 2020-2035 (2021) and the National Planning Policy Framework (2023).
The proposed dwelling, by reason of its height, scale, bulk, massing and siting would constitute a dominant form of development that would create an oppressive sense of enclosure to and would restrict the outlook and enjoyment of the rear gardens of the occupiers of properties 61 and 63 Barrington Road. This would harm amenity as well as alter the character of the private gardens of the properties fronting Barrington Road. Furthermore, a Daylight and Sunlight assessment has also failed to have been undertaken which demonstrates that these neighbouring properties and their associated external amenity spaces would receive adequate levels of daylight and sunlight. Consequently, the proposed development would conflict with Policy Q2 of the Lambeth Local Plan 2020-2035 (2021).
In the absence of a Noise Impact Assessment having been undertaken in relation to the proposed Air Source Heat Pump, it has failed to have been demonstrated that the proposed external plant would not give rise to undue noise or disturbance to the detriment of neighbouring amenity or the general amenity of the area. The proposed development would, therefore, conflict with Policy Q2 of the Lambeth Local Plan 2020-2035 (2021).
In the absence of a Unilateral Undertaking or a Section 106 Agreement securing appropriate mitigation by restricting future occupiers of the development from obtaining parking permits within the Controlled Parking Zone, and providing Car Club and Cycle Hire membership, the proposed development would likely exacerbate existing parking stress and congestion on the surrounding highway network. The application is, therefore, contrary to Policies T4, T5 and T6 of the London Plan (2021) and Policies D4, T1, T3 and T6 of the Lambeth Local Plan 2020 - 2035 (2021).
In the absence of a Fire Safety Statement, the applicant has failed to demonstrate compliance with Policy D12 of the London Plan (2021).
