Replacement of existing single glazed, timber windows with new double glazed, timber windows.
In the absence of a suitable condition survey and detailed window sections, the applicant has failed to demonstrate that every window that is proposed to be replaced is beyond repair, nor has it been demonstrated that the replacement windows would match the existing historic windows exactly. The loss of the existing windows would cause less than substantial harm to the special interest of the Grade II listed building and the wider terrace. No public benefits or justification has been identified to outweigh the harm caused. The proposal would therefore fail to comply with Policies Q5, Q8, Q11, Q20 and Q22 of the Lambeth Local Plan 2020-2035 (2021), the Lambeth Design Guide SPD (2023), Policy HC1 of the London Plan (2021) and the objectives of the NPPF (2023).
