By reason of the height and scale of the proposed plant enclosure, which would be within close proximity to a neighbouring lower ground floor and ground floor level windows to the rear elevation serving internal residential units within George West House, the development would have an unacceptable impact on amenities of occupiers of these neighbouring residential properties in terms of impact on outlook and an increase in sense of enclosure.
