Insufficient information has been submitted to demonstrate that the proposal would represent a sustainable form of development that would adequately protect neighbouring amenity and customer and transport safety. The applicant has therefore failed to demonstrate that the proposal would meet the requirements of Policies D12, D14, G5, SI 1, SI 2, SI 5, SI 13, T2 and T7 of the London Plan (2021) and ED8, Q2, Q3, T1, T7, EN1, EN4, EN6 of the Lambeth Local Plan (2021), preventing the Local Planning Authority from making a full and proper assessment of the proposal. Insufficient evidence has been submitted to demonstrate the lawful use of the site, which is likely to comprise a non-designated industrial site, or that there is no there is no reasonable prospect of the site being used for business purposes, contrary to Policies E2 and E7 of the London Plan (2021) and Policy ED4 the Lambeth Local Plan 2021. In addition, the principle of the proposed Nightclub (Sui Generis Use) is not supported in this out of centre location and is therefore contrary to Policies ED6 and ED8 of the Lambeth Local Plan 2021.
In the absence of an enforceable mechanism to secure planning obligations required to mitigate the impacts of this development, the proposal would fail to promote the up-take of sustainable modes of travel and reduce dependence on the private car. The proposal would also fail to adequately support local employment. This is contrary to the objectives of Policy T1, T3, T6 and ED15 of the Lambeth Local Plan 2020-2035 (2021) and provisions of the NPPF (2021) which seek to promote sustainable modes of travel.
