Scheme description

Addition of a single dwelling on the second floor, along with a rear single dormer window, including 2 rooflights to the front and 1 to either side and demolition of a side garage and erection of a ground floor, single storey side extension.

Why it was refused
Reason 1

The proposed development constitutes a sub-standard form of development by virtue of the insufficient outlook, undersized residential units and in absence of a BRE compliant daylight and sunlight report to demonstrate otherwise, the proposal would provide a sub-standard level of accommodation and a poor living Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ environment for future occupants, contrary to Policies Q2, H5 and H6 of the Lambeth Local Plan (2021).

Reason 2

The proposed development would result in less than substantial harm to the character and appearance of the surrounding Gipsy Hill Conservation Area and there is no identified public benefits to outweigh the harm, as such the proposal is contrary to the objectives of policy Q22 of the Lambeth Local Plan (2021) and paragraph 196 of the NPPF (2021).

Reason 3

In the absence of a Unilateral Undertaking or other legal agreement securing appropriate mitigation by restricting future occupiers of the development from obtaining parking permits within the Controlled Parking Zone, providing car club and cycle hire membership, the proposed development would likely exacerbate existing parking stress and congestion on the surrounding highway network. The proposal is therefore contrary to Policies D4, T1 and T6 of the Lambeth Local Plan (2021) Policy T6 of the London Plan (2021).
