The proposed solar panels by virtue of their siting, number, layout, materials and scale over the south slope of the main roofslope will be a highly prominent and incongruous addition that fails to be subservient to the Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ host building. The proposal is highly visible from The Chase and would appear visually jarring on the roofscape of the host building and locality where tiling is expected. The proposal would not preserve or enhance the character and appearance host building and the character setting of the Chase Conservation Area and would result in less than substantial harm to the significance of the heritage asset. No public benefits have been provided to outweigh the harm identified. The proposal would be contrary to Policies Q2, Q8, Q11 and Q22 of the Lambeth Local Plan (2021), the National Planning Policy Framework (2021) and the Building Alterations and Extensions SPD (2015).
Insufficient information has been provided to demonstrate that the proposed solar panels would deliver a 20 per cent carbon emission reduction. The proposal would be contrary to Policy EN4 of the Lambeth Local Plan (2021) and Policy SI 2 of the London Plan (2021).
