Why it was refused
Reason 1

The proposed development results in a loss of a family-sized unit, fails to demonstrate the need for a HMO in this location and due to insufficient information fails to demonstrate that the dwelling would be suitable for the intended occupiers in terms of the standard of facilities and amenity space provision. The proposal therefore fails to contribute to achieving mixed and balanced communities, results in a loss of a family dwelling and would provide substandard accommodation and is contrary to Policy H5, H6 and H9 of the Lambeth Local Plan (2021).

Reason 2

The proposal fails to demonstrate that cycle parking and refuse facilities can be provided within the site Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ boundary which complies with the London Cycling Design Standards and Refuse & Recycling Storage Design Guide (2022). The application is therefore contrary to Policy T5 of the London Plan (2021), and Policies H6, T3, Q12 and Q13 of the Lambeth Local Plan (2021).

Reason 3

In the absence of a Unilateral Undertaking or other legal agreement securing appropriate mitigation by restricting future occupiers of the development from obtaining parking permits within the Controlled Parking Zone, providing car club membership and providing cycle hire membership, the proposed development would fail to encourage sustainable modes of transport and likely exacerbate existing parking stress and congestion on the surrounding highway network. The proposal is therefore contrary to policies D4, H6, T1 and T6 of the Lambeth Local Plan (2021) Policy T6 of the London Plan (2021).
