Scheme description

Erection of a mansard roof extension with dormer windows and roof lights, erection of a two-storey rear extension at first and second floor levels incorporating balconies with glass balustrades and extension of flat roof over the existing ground floor extension.

Why it was refused
Reason 1

The proposed development, by virtue of the extent of rear extensions, would result in an incongruous, overly bulky, dominant and insubordinate addition. In addition, the proposed full mansard roof extension would introduce an incongruous and visually discordant addition. It would be out of keeping with the architectural character of the host property, the locally distinctive roofscape that forms the uniform terrace of 222-228 Railton Road and development in the wider area. In all these respects the proposal is contrary to Policies Q5 and Q11 of the Lambeth Local Plan (2015) and the Council's adopted supplementary planning guidance for building extension Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ and alteration (2015).

Reason 2

The proposed balconies and Juliet balconies by reason of their design, siting, size, rear access doors and the resulting change to the existing solid to void ratio, would cumulatively form uncharacteristic and incongruous additions to the subject terrace, which would adversely affect the architectural integrity of the host property and detract from the existing rear elevation of the terrace to which the subject property forms and integral part, in particular and the surrounding area, in general. The proposal is therefore contrary to Policies Q5 and Q11 of the Local Plan (2015) and the Council's adopted supplementary planning guidance for building extension and alteration (2015).

Reason 3

The proposed development, by virtue of the extent of rear extensions and the siting of the balconies which would have insufficient screening, would result in an incongruous and unneighbourly form of development, which would result in unacceptable loss of privacy and perceived loss of privacy, increased sense of enclosure, and loss of light to the occupiers of the adjoining property at No. 220 Railton Road. As such the proposal is contrary to Lambeth Local Plan (2015) Policy Q2.
