Like for like replacement of shopfront signage and internal alterations.
The proposed internally illuminated fascia and projecting signs, by reason of their inappropriate illumination, materials, and design, would represent an incongruous and insensitive alteration that fails to preserve the special architectural and historic interest of the Grade II listed building. This would result in less than substantial harm to the significance of the designated heritage asset, which is not outweighed by any identified public benefits, contrary to Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy HC1 of the London Plan 2021, Policy DM12 of the Kingston Core Strategy, and the National Planning Policy Framework.
The application fails to provide sufficient information, including adequate interior photographs and detailed specifications regarding the proposed fixtures, fittings, and finishes, to demonstrate that the internal alterations would not result in the unacceptable loss or alteration of historic fabric. In the absence of this information, it is not possible to conclude that the special architectural and historic interest of the Grade II listed building would be preserved, contrary to Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy HC1 of the London Plan 2021, Policy DM12 of the Kingston Core Strategy, and the National Planning Policy Framework.
