The proposed development would result in a substantial and unacceptable loss of daylight to the side- facing windows serving the functional cooking area within the kitchen of the adjoining property at 38 Willoughby Road, therefore not adequately safeguard the living conditions of neighbouring occupiers, contrary to Paragraph 135 of the National Planning Policy Framework, Policies D3 and D6 of the London Plan, and Policy DM10 of the Kingston Core Strategy.
