The proposed development, by virtue of its suboptimal internal layout and site configuration, would result in a poor standard of accommodation and a deficient living environment for future occupiers. Specifically, the ground floor units would be characterised by severely restricted outlook and a fundamental lack of privacy to habitable rooms, while the communal amenity space for upper-floor units is poorly integrated and lacks convenient or secure access. Furthermore, the cramped arrangement of the frontage prevents functional and safe access to refuse storage facilities. These collective functional failures constitute significant and demonstrable harm that outweighs the benefits of housing delivery, contrary to the National Planning Policy Framework (2024), Policy D6 of the London Plan (2021), and Policies CS8 and DM10 of the Kingston Core Strategy (2012).
