Demolition of an existing side extension and garage, erection of two storey side, single storey rear with roof terrace and front porch extension.
Design, Scale and Overdevelopment The proposed two-storey side extension, in combination with the single-storey rear extension and associated works, by reason of its siting, scale, width, form, bulk and massing, would result in a disproportionate addition to the host dwelling. The development would erode the characteristic spacing between buildings, appear overly dominant and visually intrusive within the street scene, and fail to relate appropriately to the scale and form of the original dwelling and surrounding properties. The cumulative impact of the proposal would represent an overdevelopment of the site, harmful to the character and appearance of the host property and the immediate surrounding area. The proposal is therefore contrary to Policy D3 of the London Plan (2021) and Policies CS8 and DM10 of the Royal Borough of Kingston upon Thames Core Strategy (2012), which require development to achieve a high standard of design that respects local character and context.
Impact on Neighbouring Amenity - Overbearing and Loss of Light The proposed single-storey rear extension, by reason of its excessive depth, siting along the shared boundary and overall scale, would result in a materially overbearing form of development and an unacceptable loss of daylight and outlook to neighbouring occupiers, in particular the closest habitable room at No. 20 Woodcote Close. The development would fail to comply with the 45-degree guidance set out in the BRE guidelines, resulting in a harmful reduction in light to this neighbouring property. In addition, the scale and proximity of the development would contribute to an increased sense of enclosure and visual dominance when viewed from neighbouring properties, including Nos. 14 and 16 Woodcote Close. The proposal would therefore result in unacceptable harm to residential amenity, contrary to Policy D3 of the London Plan (2021) and Policies CS8 and DM10 of the Royal Borough of Kingston upon Thames Core Strategy (2012).
Roof Terrace - Overlooking, Privacy and Noise The proposed roof terrace, by reason of its elevated position, siting and proximity to neighbouring properties, would result in direct and perceived overlooking of neighbouring habitable rooms and private amenity spaces. The use of the terrace would introduce an intensified level of activity at first-floor level, leading to increased noise and disturbance that would materially harm the living conditions of neighbouring occupiers. The provision of privacy screening would not adequately mitigate these impacts, given the elevated position of the terrace and the potential for oblique views and associated disturbance. The proposal would therefore result in unacceptable harm to the privacy and residential amenity of neighbouring occupiers, contrary to Policies CS8 and DM10 of the Royal Borough of Kingston upon Thames Core Strategy (2012) and Policy D3 of the London Plan (2021).
