Character and appearance The proposed development, by reason of its quantum, siting, layout and suburban form within a backland garden location, would introduce an unduly cramped, dominant and incongruous form of development that would fail to respect the established pattern, grain and spacious character of the area. The proposal would erode the contribution made by the existing open rear garden land to the prevailing character of the locality and would not respond positively to local context. The development would therefore cause unacceptable harm to the character and appearance of the area, contrary to Policy D3 of the London Plan 2021, Policy DM10 of the Council's adopted Core Strategy 2012, and the design objectives of the National Planning Policy Framework (December 2024).
Highway safety and access The proposed development has failed to demonstrate that it would provide a safe, suitable and policy- compliant means of access for all users. By reason of the constrained and inadequate width of the access, the absence of satisfactory pedestrian segregation, restricted visibility, and the lack of a Stage 1 Road Safety Audit and sufficient detailed access drawings, the Local Planning Authority cannot be satisfied that vehicles, including larger service and emergency vehicles, could safely and conveniently enter, leave and manoeuvre within the site, or that pedestrians could safely access the development. The proposal would therefore give rise to unacceptable highway safety concerns and is contrary to Policies T4 and T6 of the London Plan 2021, Policies DM9 and DM10 of the Council's Core Strategy 2012, and the transport and safety objectives of the National Planning Policy Framework (December 2024).
