Demolition of existing bungalow and erection of new two storey house with associated landscaping, parking provision and refuse/recycling facilities
No biodiversity or ecological assessments have been submitted to demonstrate that the proposal would not harm protected species and their habitats, contrary to Policies G4, G6 and G7 of the London Plan (2021), Policies DM5, DM6, DM10 and DM12 of the Kingston Core Strategy (2012), The Wildlife and Countryside Act 1981 (as amended), The Protection of Badgers Act (1992) and the Conservation of Habitats and Species Regulations (2017), and Paragraph 180 of the NPPF (2021).
No arboricultural information has been submitted to demonstrate that the proposal would not harm mature trees within the application site boundary and on neighbouring sites which positively contribute towards the character and appearance of the area, contrary to Policies CS8, DM10, DM11 and DM12 of the Kingston Core Strategy (2012), Policies HC1 and D3 of the London Plan (2021), Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and Paragraph 202 of the NPPF (2021).
Insufficient robust information has been submitted to demonstrate that the proposed development would not result in a significant loss of daylight or sunlight to habitable rooms at neighbouring properties, contrary to Policy DM10 of the Kingston Core Strategy (2012).
The provision of on-site car parking spaces in excess of the maximum standards set out in Table 10.3 of the London Plan (2021) would fail to encourage sustainable modes of travel and diminish the sustainability of the proposal, contrary to Policy T6.1 of the London Plan (2021), Policy DM10 of the Kingston Core Strategy (2012) and paragraphs 107 and 108 of the NPPF (2021).
