Use of the flat roof as a roof terrace and erection of balustrades and planters
The proposed terrace at main roof level of the building, by reason of its location, size associated railings and planting would represent a visually instructive alteration resulting in roof level clutter that would result in harm to the character and appearance of the building, terrace and the surrounding Queen’s Gate Conservation Area. There are no public benefits to outweigh the harm identified to the designated heritage asset, and therefore, the proposal is contrary to policies CD1, CD2, CD3, CD4, CD10 and CD12 of the Local Plan 2024, and the National Planning Policy Framework.
The proposed roof terrace, by reason of its location and relationship with neighbouring properties, would result in a harmful increase in overlooking and loss of visual privacy to nearby residential occupiers, particularly those to the east on Clareville Grove. The development would fail to ensure reasonable living conditions for neighbouring occupiers. The proposal is therefore contrary to policy CD9 of the Local Plan 2024 and the National Planning Policy Framework.
