Proposed change of use from dwelling house (planning use class C3 - dwellinghouses) to children’s care home (planning use class C2 - residential institutions) for up to 3 children ages 10 – 17 years old, and the provision of off-street parking including vehicle access
- Insufficient information has been provided to demonstrate an identified local need for the proposed childcare facility or that it would serve the local community. In addition, no legal agreement has been secured to guarantee priority placements for children within the London Borough of Harrow, meaning the development would not ensure that local childcare needs are met. The proposal therefore represents an inappropriate change of use, contrary to the National Planning Policy Framework (2024), Policy H12 of the London Plan (2021) and Policies GR1 and HO7 of Harrow's New Local Plan 2021 - 2041.
- The proposal results in the loss of existing residential floorspace, and no justification or reprovision has been provided to demonstrate that this loss is acceptable. The development would therefore lead to an unwarranted reduction in the borough’s housing stock, contrary to the National Planning Policy Framework (2024), Policy H8 of the London Plan (2021) and Strategic Policy 03 Harrow’s New Local Plan 2021 – 2041.
