- The proposed development, by reason of the proposed first-floor side to rear extension in conjunction with the existing gable end roof and rear dormer, would give rise to an unsympathetic, incongruous, bulky, obtrusive and contrived form of development which would fail to respect the scale, character, massing, composition and design of the host and neighbouring properties, to the detriment of the character and appearance of the subject dwellinghouse and the visual amenities of the area and setting of the West Towers Conservation Area, contrary to the high quality design aspirations of National Planning Policy Framework (2024), Policies D3 and HC1 of the London Plan (2021), Core Policy CS1 (B) of the Harrow Core Strategy (2012), policies DM1 and DM7 of the Harrow Development Management Policies Local Plan (2013), Policy GR1 of the Draft New Local Plan (2021-2041) (Regulation 19 Version) and the adopted Supplementary Planning Document: Residential Design Guide (2010), West Towers Conservation Area Appraisal and Management Strategy
