Conversion of single dwelling into three flats (1 x 1 bed & 2 x 2 beds); external alterations
-The proposal, by reason of the loss of the existing family housing and failure to re-provide adequate family units, would fail to provide adequate and appropriate housing mix which addresses the identified local needs, and would therefore be contrary to Policy H10 of the London Plan (2021), policy CS1.I of the Harrow Core Strategy (2012) and Policy DM24 of the Development Management Plan Local Policies (2013).
-The proposed subdivision of the rear amenity space, would break up the garden space of the existing dwelling and create unnecessary compact spaces which would break up the spatial pattern of rear gardens, contrary to the high design aspirations of the National Planning Policy Framework (2024), Policy D3.D of the London Plan (2021), Policy CS1.B of the Harrow Core Strategy (2012), Policy DM1 of the Harrow Development Management Policies Local Plan (2013), and the Harrow Residential Design Guide SPD (2010).
-The proposed development would result in poor quality accommodation that would not be fit for purpose due to the lack of basic amenities and privacy in the ground floor flat, poor stacking between flats 1 and 2, insufficient ventilation to the loft bathroom, inadequate gross internal area and constrained ceiling heights for the loft flat and insufficient access to high quality outdoor private amenity space to the detriment of future occupiers. The proposal would therefore be contrary to Policy D6 of the London Plan (2021), Policy CS1.K of the Core Strategy (2012) and Policy DM1, DM26 and DM27 of the Harrow Development Management Policies Local Plan (2013).
