- The proposed boundary treatment by reason its excessive height, extended width along the boundary and the lack of robust soft landscaping entwined within the wall, is considered to have a harmful impact on the character and setting of the Stanmore Hill Conservation Area. As such, the development fails to accord with aspirations of Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy HC1 of the London Plan (2021), Policy HE1 of the Harrow Local Plan (2021-2041) Plan and guidance in the Stanmore Hill Conservation Area Appraisal and Management Strategy.
