- Insufficient information was submitted in relation to the external materials, and therefore it has not been demonstrated to the satisfaction of the Local Planning Authority that a high quality development would be achieved, which is considered essential given the sites wide and prominent position along a main road. Therefore, the proposed development is contrary to the high quality deign aspirations of The National Planning Policy Framework (2024), policy D3.D1, D3.D10 and D3.D12 of The London Plan (2021), policy CS1 of The Harrow Core Strategy (2021), policy DM1 of the Harrow Development Management Policies Local Plan 2013.
