Conversion of single dwelling to three self-contained flats (1 x studio & 2 x 2 beds); external alterations

Why it was refused
Reason 1

- Flat 1 would have a single bedroom with an insufficient floor area, insufficient gross internal area and no internal storage space resulting in a cramped layout. Flat 1, due to the number and size of window openings would have an unacceptable level of daylight and outlook, alongwith a substandard, unfunctional, internalised form of living accommodation. Flat 2 would not have a living room resulting in a poor quality, cramped and unfunctional layout for future occupiers. As such, the proposed development due to its poor design and layout would result in a cramped, contrived, overly intensive form of development and a poor quality environment for the future occupiers of Flats 1 and 2. The proposal is therefore contrary to the high-quality design aspirations of the National Planning Policy Framework (2024), Policy D6 of The London Plan (2021), Policies DM1 and DM26 and of the Development Management Policies Local Plan (2013), the Supplementary Planning Document: Residential Design Guide (2010) and the Mayor of London, London Plan Guidance: Housing Design Standards LPG (2023).

Reason 2

- Sections have not been submitted to demonstrate the floor to ceiling heights of the proposed Flats. It has therefore not been demonstrated to the satisfaction of the Local Planning Authority that the proposed Flats would have sufficient floor to ceiling height, contrary to the high-quality design aspirations of the National Planning Policy Framework (2024), Policy D6 of The London Plan (2021), Policies DM1 and DM26 and of the Development Management Policies Local Plan (2013) and the Supplementary Planning Document: Residential Design Guide (2010).

Reason 3

- The proposal by reason of failure to demonstrate the provision of acceptable private amenity space for Flats 1 and 2 and the failure to provide any private amenity space for Flat 3 would result in a substandard form of living accommodation for future occupiers. The proposal is therefore contrary to the high-quality design aspirations of the National Planning Policy Framework (2024), Policy D6 of The London Plan (2021), Policies DM1, DM26 and DM27 and of the Development Management Policies Local Plan (2013) and the Supplementary Planning Document: Residential Design Guide (2010).

Reason 4

- The proposed siting and excessive number of refuse bins on the front forecourt would be excessive and result in visual clutter. Along with the proposed over provision of car parking spaces, a lack of space for soft landscaping and defensible planting, it would result in a cluttered, cramped front forecourt which would have a detrimental impact to the character and appearance of the original dwellinghouse and the surrounding area. The proposal is therefore contrary to the high quality design aspirations of the National Planning Policy Framework (2024), Core Policy CS1.B of the Harrow Core Strategy, Policies D3.D11 and T6 of The London Plan (2021), Policies DM1, DM23, DM26, DM42 and DM45 of the Development Management Policies Local Plan (2013)

Reason 5

- Details of secured, accessible cycle storage have not been submitted. Due to the proposed conversion of the house and the garage and the lack of direct access to the rear garden, it is not clear where sufficient cycle storage could be provided within the curtilage of the site without resulting in a detrimental impact to the character and appearance of the original dwellinghouse and the surrounding area. The proposal is therefore contrary to the high quality design aspirations of the National Planning Policy Framework (2024), Core Policy CS1.B of the Harrow Core Strategy (2012), Policies D1, D3, D11 and T5 of The London Plan (2021) and Policies DM1, DM26 and DM42 of the Development Management Policies Local Plan (2013).
