- The proposed development of a seven (7) bed HMO would result in excessive intensification of use giving rise to constrained living space for future occupiers and to undue levels of disturbance and noise, resulting in a detrimental impact on the amenities of adjoining properties and its location within an area predominantly characterised by family housing. As such, the development is therefore contrary to the National Planning Policy Framework (2024) and Policy HO10 of adopted Harrow Local Plan 2021-2041 (2026).
