- The proposed gates and piers would constitute inappropriate development that is considered to give rise to an unsympathetic and incongrous form of development which would cause harm to the openness of the Green Belt, and no very special circumstances have been identified that would outweigh that harm and would fail to respect the character and appearance of the local area contrary to the National Planning Policy Framework (2023), policies G2 and D3 of The London Plan (2021), policies CS1.B and CS1.F of the Harrow Core Strategy (2012), policies DM1 and DM16 of the Development Management Policies Local Plan 2013.
