The appeal is made by Mr Kangaichelian Sirijeyanantham on behalf of Mulgrave Wealth Management Limited against an enforcement notice issued by the Council of the London Borough of Harrow. The enforcement notice was issued on 27 February 2025. The breach of planning control as alleged in the notice is the creation of a residential flat (C3) at the rear of the commercial premises.
