Why it was refused
Reason 1

The proposed extension, by reason of its size, scale, detailed design, and location, would appear as an overbearing, incongruous, and uncharacteristic addition to the host building and the terrace that it forms part of. It would, therefore, fail to preserve or enhance the character and appearance of the conservation area, contrary to policies LP1 (Design Quality and Local Character), LP3 (Designated Heritage Assets) of the Hackney Local Plan, LP33 (2020) and policies D3 (Optimising site layout through the design-led approach), D4 (Delivering good design), and HC1 (Heritage conservation and growth) of the London Plan (2021) and the design advice in Hackney's Residential Extensions and Alterations SPD (2009).

Reason 2

The proposed development would result in a harmful impact on the privacy and living conditions of adjacent properties by introducing direct overlooking into private amenity spaces and habitable rooms, leading to a loss of privacy. As such, the proposal fails to comply with the relevant privacy standards set out in policies LP1 (Design Quality and Local Character) and LP2 (Development and Amenity) of the Hackney Local Plan, LP33 (2020), and policies D3 (Optimising site layout through the design-led approach), D4 (Delivering good design) of the London Plan (2021) and the design advice in Hackney's Residential Extensions and Alterations SPD (2009).

The proposed development, by reason of its design and location, would result in being overlooked by adjoining occupiers resulting in a loss of privacy for its occupiers, thus providing substandard accommodation that fails to comply with policies LP1 (Design Quality and Local Character) and LP17 (Housing Design) of the Hackney Local Plan LP33 (2020) and policy D6 ( Housing Quality and Standards) of the London Plan (2021).
