The proposed development, has failed to enter into a car free agreement and would therefore it would not contribute to offsetting congestion, pollution and parking stress whilst also failing to promote active travel. The proposal is considered contrary to the NPPF, policies T4 (Assessing and mitigating transport impacts), T6 (Car parking) and T6.1 (Residential parking) of the London Plan 2021 and policies LP43 (Transport and Development) and LP45 (Parking and Car Free Development) of Hackney’s Local Plan 2033.
The proposed development, has failed to agree to make carbon offset payments and therefore the development will not achieve zero-carbon standards and contribute to mitigating climate change. The proposal is considered contrary to the NPPF, policy SI 2 (Minimising greenhouse gas emissions) of the London Plan 2021 and policy LP55 (Mitigating Climate Change) of Hackney’s Local Plan 2033.
