The proposal, by virtue of its detailed design, appearance and materials would result in an incongruous and insensitive form of development which would fail to respect the listed building and cause detrimental harm to its special interest and would fail to preserve or enhance the character and appearance of the Regents Canal Conservation Area. As such the proposed development is contrary to policies LP1 (Design Quality and Local Character), LP3 (Designated Heritage Assets) of the Hackney Local Plan (2020) and policy HC1 (Heritage conservation and growth) of the London Plan (2021) and paragraph 202 of the NPPF(2021).
