The proposed development, by reason of its siting, scale, massing and detailed design would result in an obtrusive and incompatible form of development which would fail to respect the character and appearance of the subject property, the terrace of which it forms part and would fail to preserve or enhance the character and appearance of the Graham Road & Mapledene Conservation Area, contrary to policy D3 ‘Optimising site capacity through the design-led approach’ of the London Plan (2021), policy LP1 ‘Design Quality and Local Character’ of the Hackney Local Plan 2033 (2020) and guidance contained within Hackney Residential Extensions and Alterations SPD 2009 and the National Planning Policy Framework (2019).
