Alterations involving the enclosure of rear kitchen area (retrospective), installation of 1no. air conditioning condenser (retrospective) and installation of lightweight metal gates to existing bin storage area.

Why it was refused
Reason 1

The development consisting of the single storey rear extension, the air conditioning unit located at first floor level on the western elevation, storage unit adjacent to the substation, and outdoor seating structure by reason of design, materials and sitting results in an incompatible form of development which fails to preserve or enhance the character and appearance of the building, the street scene including neighbouring statutory and locally listed buildings, and the conservation area. As such, the development is contrary to policies D1 ‘London’s form, character and capacity for growth’, D3 ‘Optimising site capacity through the design-led approach’, D4 'Delivering good design', D8 ‘Public Realm’ and HC1 ‘Heritage conservation and growth’ of the London Plan 2021 and policies LP1 ‘Design Quality and Local Character’, LP3 ‘Designated Heritage Assets’ and LP4 ‘Non Designated Heritage Assets’ of the Hackney Local Plan 2020 and the Graham Road and Mapledene Conservation Area Appraisal 1997.

Reason 2

The development consisting of the single storey rear extension by reason of impacts to amenity value results in a development which fails to respect neighbouring occupiers. As such, the development is contrary to D13 ‘Agent of Change’ and D14 ‘Noise’ of the London Plan 2021 and policies LP2 ‘Development and Amenity’ and LP58 ‘Improving the Environment - Pollution’ of the Hackney Local Plan 2020.

Reason 3

Insufficient information has been submitted in regard to biodiversity, sustainability and drainage aspects as a result of this application. The Local Planning Authority is therefore unable to fully assess the merits or otherwise of this proposal and the protection of each of these characteristics.

Reason 4

Insufficient information has been submitted in regard to the materials of the metal gate adjacent to the substation, air conditioning unit enclosure, and HVAC vent as a result of this application. The Local Planning Authority is therefore unable to fully assess the merits or otherwise of this proposal and its impact on the amenity value of neighbouring residential occupiers.

Insufficient information has been submitted in regard to the amenity impact of the storage unit adjacent to the substation, metal gate adjacent to the substation, and the outdoor seating area and structure as a result of this application. The Local Planning Authority is therefore unable to fully assess the merits or otherwise of this proposal and its impact on the amenity value of neighbouring residential occupiers.
