The proposed development, both in terms of its individual elements and when considered cumulatively, due to its height, scale and bulk and design would result in an uncharacteristic and unsympathetic addition to the detriment of the character and appearance of the host property and the wider street scene. Consequently, the proposed development would constitute a dominant and overbearing addition which would not comply with the requirements of Policy D3 of the London Plan (2021), Policies DH1 and DH(a) of the Royal Greenwich local Plan Core Strategy (2014) and the Council’s Urban Design Guidance SPD (2023).
