Why it was refused
Reason 1

Due to the inaccuracies in the submitted the applicant has failed to provide accurate information to enable the Council to fully assess the merits of the application and where the application is recommended for approval to issue a decision notice subject to conditions, which includes an accurate list of approved drawings, which the development must be implemented against, contrary to the requirement of Article 35 of the Town and Country Planning (Development Management Procedure) Order 2015 (as amended).

Reason 2

Due to the inaccuracies in the submitted plans the Council cannot fully assess the impact of the development on the residential amenity of the adjoining occupiers as it is unclear whether the plans accurately show the location of the flat that is the subject of the current application, its relationship with adjoining flats, or that its internal layout is correct. As such the proposed development has not demonstrated that the proposal would not have an adverse impact on the residential amenity of the adjoining occupiers in terms of noise and disturbance contrary to Policies D13 and D14 of the London Plan (2021) and Policy E(a) of the Royal Greenwich Local Plan: Core Strategy with detailed policies (2014).

Reason 3

Notwithstanding the inaccuracies in the submitted plans, where the proposed floor plans are accurate, the proposed development would result in a poor quality of living environment due to the substandard size of the kitchen and one of the bedrooms. Furthermore, due to the inaccuracies in the submitted plans it is not possible to fully determine whether the windows of each room may result in any privacy or overlooking impacts, and whether the outlook is acceptable or not, nor if there is an acceptable level of daylight/sunlight. As such the proposed development would be contrary to Policy D6 of the London Plan (2021), Policy Ha of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (2014), the Urban Design Guide SPD (20230 and the Royal Borough of Greenwich Standards for Houses in Multiple Occupation 2019.
