Scheme description

Installation of 2 x charging units for 4 x electric vehicle charging spaces, with associated equipment, street light with AMPR camera, and feeder pillar.

Why it was refused
Reason 1

The proposed development by reason of the loss of a grass verge and its replacement with elements of hard landscaping and the EV charging equipment would have an urbanising impact and would be out of keeping and visually intrusive in the residential setting, harmful to the character and appearance of the area, in conflict with Policy T2 of The London Plan, 2021, Policy DMD46 of Enfield's Development Management Document, adopted November 2014 , and Policy CP30 of The Enfield Plan, Core Strategy 2010-2025, adopted November 2010 and the NPPF, 2024.

Reason 2

The proposed development, by reason of the increase in traffic and parking demand likely to be generated from the provision of the charging points, would give rise to vehicles potentially waiting for charging as well as reversing from, or onto the charging location, to the detriment of highway safety and free flow of traffic, including pedestrians and public transport. This would be contrary to the Policy T4 of the London Plan, DMD46 and DMD47 of the Development Management Document (2014), as well as the advice contained within the NPPF.

Reason 3

The proposed creation of 4 electric vehicle charging bays immediately next to the residential boundary of 1509 Great Cambridge Road, would result in a more intensive use of the area and would result in increased levels of activity, noise and general disturbance which would negatively impact the residential amenities of the immediately neighbouring residents. The proposal is therefore contrary to Policy 30 of the Core Strategy (2010) and Policies DMD 5, 45 and 68 of the Development Management Document (2014).
