Construction of 1-bed dwelling at rear first floor roof area with hipped roof over with associated cycling parking and refuse storage. Removal of rear flue (amended description)
The proposed development, by virtue of its orientation, materiality and design, massing and roof form would appear visually intrusive, incongruous, overly dominant and out of keeping with the character and appearance of the host building and the surrounding area of which it forms part. The proposal is therefore contrary to Section 12 of the National Planning Policy Framework (2024), Policies D4, D5 of the London Plan (2021), CP30 of the Enfield Core Strategy (2010), DMD6, DMD8 and DMD37 of the Enfield Development Management Document (2014).
The proposed development, by virtue of it siting would cause poor outlook, privacy concern, unacceptable noise, vibration and odour, resulting in substandard and inappropriate accommodation incapable of meeting the reasonable needs of occupiers, contrary to Section 12 of the National Planning Policy Framework (2024), to Policies D3, D6 and D11, D13 and D14 of the London Plan (2021), to Policies CP4 and CP30 of the Enfield Core Strategy (2010), to Policies DMD6, DMD8, DMD37, DMD64 and DMD68 of the Enfield Development Management Document (2014), and the Housing Design Standards London Plan Guidance (2023).
The proposed development, by virtue of its proximity to the boundary and inadequate separation distances, would result in unacceptable overlooking, loss of light and loss of privacy to existing and future residents of neighbouring properties, contrary to Section 12 of the National Planning Policy Framework (2024), Policies D3 and D6 of the London Plan (2021), Policy CP30 of the Enfield Core Strategy (2010), Policies DMD6, DMD8, DMD10 and DMD37 of the Enfield Development Management Document (2014)
The proposed development, by virtue of the siting, location and design, fails to provide usable and accessible cycle parking and satisfactory refuse storage and collection arrangements. The poor layout would result in operational difficulties for waste collection and discourages cycle use, leading to the likelihood of refuse and cycles being placed on the public highway, causing obstruction and harm to pedestrian safety and highway operation. The proposal is therefore contrary to Policies T5 and SI7 of the London Plan (2021); Policies CP22, CP24, CP25 and CP26 of the Enfield Core Strategy (2010); Policies DMD45, DMD47 and DMD48 of the Enfield Development Management Document (2014); and the Council's Household Waste and Recycling Guidance for New Developments (2024).
