Redevelopment of site by the erection of 2 x detached houses with detached double garages, together with the erection of 5 x flats above lower ground parking for cars and bicycles, with communal leisure facilities and refuse/recycle bin store.
The proposed development, by reason of sitting, scale and mass would create a cramped and appear visually intrusive, incongruous, overly dominant development, out of keeping with the character and appearance of development along Beech Hill. The proposal is therefore contrary to Section 12 of the National Planning Policy Framework (2024), Policies D3, D4, D5, D8 of the London Plan (2021), CP30 of the Enfield Core Strategy (2010), DMD5, DMD6, DMD7, DMD8, DMD37 and DMD83 of the Enfield Development Management Document (2014), HW-1, HW- 11, HW-12 and HW-14 of the Hadley Wood Neighbourhood Plan (2023).
The proposed development would incorporate self-contained apartments in a part of the road where one out of the consecutive row of five dwellings has already undergone such a development and be out of context with the area. This would result in the erosion of the established character of the immediate area. The proposal is therefore contrary to Section 5 of the National Planning Policy Framework (2024), Policies DMD5 of the Development Management Document (2014) and HW-1 and HW-11 of the Hadley Wood Neighbourhood Plan (2023).
The proposed development, in the absence of adequate justification to demonstrate safe and shared pedestrian access commensurate with the use proposed, would give rise to unsafe pedestrian movements, contrary to Section 9 of the National Planning Policy Framework (2024), Policies T2, T3 and T4 of the London Plan (2021) CP25 of the Enfield Core Strategy (2010), DMD8, DMD45 and DMD47 of the Enfield Development Management Document (2014).
The proposed development by reason of the failure to provide adequate and satisfactory refuse access and storage for future occupiers of the development would result in compromised servicing of the site. As such the development is contrary to Section 9 of the National Planning Policy Framework (2024), Policies T7 of the London Plan (2021), DMD8 and DMD47 of the Enfield Development Management Document (2014) HW-11 of the Hadley Wood Neighbourhood Plan (2023) and Household recycling and waste planning guidance for new developments (2024).
