The proposed dormer by reason of size, siting, design and materials used would represent an overly dominant, incongruous and visually intrusive form of roof addition, out of keeping and character with, and detrimental to, the appearance and character of the property and the Lakes Estate Conservation Area. The proposal would be contrary to the London Plan Policies D4 and HC1, Core Strategy Policies CP30 and CP31 and Development Management Document DMD 6, DMD 8, DMD13, DMD37 and DMD44 as well as having regards to the Lakes Estate Conservation Area Character Appraisal.
