Change of use on two floors from offices (Use Class E(g)(i) to 2 x self-contained flats (Use Class C3).
Insufficient information has been submitted relating to appropriate and adequate siting and provision of the associated cycle storage and refuse facilities contrary to policies CP25 of the Core Strategy, DMD45 and DMD47 of the Development Management Document (2014) and T5 and T7 of the London Plan (2021). The proposal would therefore not satisfy the provisions of class MA.2.(2)(a) of Class MA of Schedule 2, Part 3 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
The site is at risk from a 1:100 year 1 in 100 year (plus climate change) fluvial flood and in the absence of a flood management/evacuation plan, it has not been demonstrated that an evacuation route in the "Very Low Hazard Level" according to FD2320 can be achieved. Nor has it been demonstrated that flood resistant and resilient measures have be incorporated where relevant. As such, the proposal is thereby contrary to Policies DMD59, DMD60 and DMD62 of the Development Management Document (2014), Policy CP28 of the Core Strategy, Policy (2010), Policy SI 12 of The London Plan (2023) and the advice contained within the NPPF (2023).
