REFUSED for the following reason: The proposed rear extension, flank windows, and rear door, by virtue of their design, materiality and positioning, would form an incongruous addition to the existing property and would cause adverse harm to the special character and appearance of the locally listed building and the Conservation Area, and would provide negligible public benefit. Therefore, the proposal is contrary to Policies D3, D4, and HC1 of the London Plan (2021), to Policies CP30 and CP31 of the Enfield Core Strategy (2010), to Policies DMD6, DMD37 and DMD44 of the Enfield Development Management Document (2014), and it fails to accord with Section 16 of the National Planning Policy Framework (2023).
