Redevelopment of site by demolition of existing garages and construction of 2-storey dwelling house.
The proposed development, by virtue of its failure to meet minimum space standards for a one bedroom dwelling for two persons over two storeys, its failure to meet required accessibility standards, and due to the provision of poor quality, insufficiently private, amenity space, would result in substandard and inappropriate accommodation incapable of meeting the reasonable needs of future occupiers, contrary to policies D3, D4, D5, D6 and D7 of the London Plan (2021), policies CP4 and CP30 of the Enfield Core Strategy (2010), policies DMD6, DMD8, DMD9 and DMD37 of the Enfield Development Management Document (2014), and Chapter 12 of the National Planning Policy Framework (2021).
The proposed development, by virtue of its design, height, form, siting, its prominent and blank north side elevation, its raised front terrace, and the lack of alignment of the entrance and fenestration relative to neighbouring property, would appear visually intrusive, incongruous, overly dominant, and discordant within the streetscene and the surrounding area in this location. Given this, the proposal is not well designed and as a result it fails to comply with policies D3 and D4 of the London Plan (2021), with policy CP30 of the of the Enfield Core Strategy (2010), with policies DMD6, DMD8 and DMD 37 of the Enfield Development Management Document (2014), and with Chapter 12 of the National Planning Policy Framework (2021).
The proposed development, by virtue of its height, form, siting and orientation would give rise to unneighbourly overshadowing of rear gardens and amenity space at 88 and 90 Monmouth Road, and as a result of its high, prominent and blank north side elevation, would have a detrimental visual impact on the amenity of these neighbours. As a result, the proposed development fails to comply with policies D3, D4 and D5 of the London Plan (2021), with policies CP4 and CP30 of the of the Enfield Core Strategy (2010), with policies DMD6, DMD8 and DMD 37 of the Enfield Development Management Document (2014), and with Chapter 12 of the National Planning Policy Framework (2021).
The proposed development, by virtue of the overprovision of off-street vehicle parking, would fail to promote or prioritise the use of sustainable modes of transport or reduce car use. Furthermore, the proposed waste storage and cycle parking, by virtue of its means of access, siting and location of the doors, would unacceptably open onto the highway in an unsafe manner, and would thereby fail to provide appropriate accessible facilities. As a result, the proposed development fails to comply with policies T2, T4, T6, T5, and T6.1 of the London Plan (2021), with policies CP24 and CP25 of the Enfield Core Strategy (2010), with policies DMD45, DMD46 and DMD47 of the Enfield Development Management Document (2014), with the Enfield Waste and Recycling Storage Planning Guidance (2020), and with Chapter 9 of the National Planning Policy Framework (2021).
The proposed development, in the absence of an adequate flood risk assessment, acceptable flood risk mitigation measures, and an adequate sustainable drainage strategy, fails to acceptably demonstrate how proposed measures would manage the risk of flooding and utilise Sustainable Urban Drainage Systems (SuDS) following the drainage hierarchy in the London Plan. Given this the development proposal is contrary to policy SI 13 of the London Plan (2021), to policies CP21 and CP28 of the Enfield Core Strategy (2010), to policies DMD59, DMD60, DMD61, DMD62 of the Enfield Development Management Document (2014), and to contrary to Chapter 14 of the National Planning Policy Framework (2021).
The proposed development would be harmful to third party trees in adjacent sites, contrary to policies G6 and G7 of the London Plan (2021), to policy CP36 of the Enfield Core Strategy (2010), to policies DMD37, DMD80 and DMD81 of the Enfield Development Management Document (2014) and to Chapter 15 of the National Planning Policy Framework (2021).
