Scheme description

Creation of a basement level, part single, part 2 storey rear extension, demolition of existing outrigger extension at ground floor level, reduction in size of 1st floor rear extension and balcony, and installation of a green roof over the ground floor rear extension (PART RETROSPECTIVE).

Why it was refused
Reason 1

The proposed first floor rear extension by reason of its bulk, mass, scale and detailed design when viewed in conjunction with the existing rear dormer would appear visually intrusive, incongruous, overly dominant and out of keeping with the character and appearance of the host building and the surrounding area of which it forms part. The proposal is therefore contrary to Section 12 of the National Planning Policy Framework (2021), Policies D4 of the London Plan (2021), CP30 of the Enfield Core Strategy (2010), DMD6, DMD8, DMD11 and DMD37 of the Enfield Development Management Document (2014).

Reason 2

In the absence of an adequate Groundwater Flood Risk Assessment Technical Note, the proposed scheme fails to appropriately consider and mitigate the risk of flooding from all potential sources, for a more sensitive residential use with habitable rooms in a basement. Therefore, it is considered that the scheme would be unsafe over its lifetime, taking into account the impact of climate change. In view of this, the proposal is contrary to the National Planning Policy Framework (NPPF, 2021), policies SI.12 and SI.13 of the London Plan (2021), policies CP21, CP28 and CP29 of the Core Strategy (2010) and policies DMD 60, DMD 61, DMD 62 and DMD 63 of the Development Management Document (2014).
