The proposed development, by virtue of the ceiling heights and internal layouts, poor quality of outlook and the insufficient provision of private amenity space, would result in substandard accommodation and be harmful to the amenities of future occupiers, which having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, would not be outweighed by the public benefit of delivering new residential accommodation. The proposal is therefore contrary to the objectives as set out in the National Planning Policy Framework (2021) (in particular Section 12), policy D6 of the London Plan (2021), policies CP4 and CP30 of The Enfield Plan Core Strategy (2010) and to policies DMD5, DMD8, and DMD9 of the Development Management Document (2014).
