Conversion of single family dwelling house into 2 self-contained flats (RETROSPECTIVE).
The conversion of the property from a single dwelling to 2Nos. self-contained flats, due to the conversions already permitted in this group of residential properties on the street, particularly No.166 which forms part of the 1 in 5 consecutive row, would result in the overconcentration of residential conversions to this part of the street. This would lead to clustering of residential conversions and cause an imbalance in the mix of housing types, accommodation choices and tenures on a street that already includes other residential conversions. Overall, there would be material harm to the residential character of the area. The proposal is therefore contrary to Policy DMD 5 of the Development Management Document (2014), Policies CP4, CP5 and CP30 of the Core Strategy (2010) and Policies D6 and H10 of the London Plan (2021), as well as the National Planning Policy Framework (NPPF, 2021).
The upper floor flat shown as a 2 bed unit which contains a large study, which can equally be used as a third bedroom fails to meet the required Gross Internal Area (GIA) floorspace for a 3B/5P unit with two double and one single sized bedrooms of at least 93sqm in GIA floorspace across two floors. This is a substandard provision and is inappropriate to be used as a family sized dwelling which could compromise expected standards of occupation and living conditions. The proposal is therefore contrary to the Nationally Described Space Standard (NDSS, 2015), National Planning Policy Framework (NPPF, 2021), Policies D6 and H10 of the London Plan (2021), Policies DMD 3 and DMD 5 of the Development Management Document (2014) and Policies CP4 and CP5 of the Core Strategy (2010).
The scheme includes 2Nos. off-street/forecourt parking spaces of inadequate depth which could lead to parked cars overhanging the public footway. Therefore, this space can only accommodate 1No. parked car at any one time and in the absence of a parking stress survey to demonstrate that there is parking capacity on-street to accommodate the additional demands caused by the development, given the size of units and low PTAL area, the scheme fails provide adequate and safe parking arrangements. This is to the detriment of pedestrian, cyclist and highway safety and condition.
